8.

Early Help Family Hub

To receive a presentation from the Head of Early Help, Partnerships and Commissioning

Minutes:

8.1       The meeting received a presentation from the Head of Early Help, Partnerships and Commissioning (copy attached to the signed minutes) which set out the work that was currently being undertaken and proposals for the development of Early Help Family Hubs.

 

8.2       The Head of Early Help, Partnerships and Commissioning informed the meeting that it was proposed that a hub and spoke model would be implemented with 6 “super hubs” with a multi-agency, multi-disciplinary team based in each hub. 

 

8.3       A Member asked whether work was being carried out to mitigate the effects of the proposed changes to the benefit system. The Head of Early Help, Partnerships and Commissioning advised that work was being undertaken by several teams.

 

8.4       In response to a query regarding what work was being carried out around improving school attendance amongst the harder to reach children, the Head of Early Help, Partnerships and Commissioning advised that work was being carried out with school and some joint commissioning of services was being undertaken

 

8.5       A Member asked whether it would be possible for local Members to be advised of specific problems within their area.  The Head of Early Help, Partnerships and Commissioning advised that the current data would need to be refined further before this could happen.

 

8.6       The Chair proposed that a working group be set up to look at the proposals and report back to the next meeting.

 

8.7       RESOLVED:

 

            That a working Group comprising of Councillors Hartin, Lynch, Pardy and Potter be set up to look at the proposals and report back to the next meeting of the Committee

 

 

9.

Shropshire Safeguarding Children Board Annual Report 2016-2017 pdf icon PDF 110 KB

9.1       The Meeting received the report of the Acting SSCB Business Manager which presented the Annual Report of the Shropshire Safeguarding Children’s Board for 2016 – 17

 

9.2       The Interim Chair of the SSCB reminded Members that the priorities of the Board were Child Sexual Exploitation, Child Neglect and Domestic Abuse and outlined that work being carried out around each of the priorities. 

 

9.3       A Member asked whether any work was being carried out to assess the impact of the impending changes to the benefits system.  The Interim Chair informed the meeting that he had asked for a report to be prepared around the potential impact of the changes but that currently there was no real understanding of where the impact may be.

 

9.4       The Chair thanked the Interim Chair.

10.

Shropshire Academy Trust

To receive a presentation from the Commissioner for Education Improvement and Efficiency

Minutes:

10.1    Members received a presentation from the Commissioner for Education, Improvement and Efficiency (copy attached to the signed minutes) which updated them on the development of the Shropshire Education Trust.

 

10.2    The Commissioner for Education, Improvement and Efficiency reminded Members that following the publication of the White Paper “Education Excellence Everywhere” and meetings with Head Teachers and Governors focussing on the future shape of education in Shropshire in 2016, Cabinet had formally approved the establishment of the Shropshire Education Trust (SET) in April 2017 and that an Executive Steering Group (ESG) made up of Head Teachers and Governors from interested schools had been established to lead development of the Trust. The Commissioner for Education, Improvement and Efficiency confirmed that development of the trust is now being progressed by the Executive Steering Group..

 

10.3    In response to a question regarding the impact of other Academy Trusts the Commissioner for Education, Improvement and Efficiency stated that there was 8 MATs currently running schools in Shropshire and that the Local Authority had a good working relationship with all of them.

 

10.4    The Chair thanked the Commissioner for Education, Improvement and Efficiency for his update.
