During 2010, Shropshire Council organised and hosted a series of Rural Toolkit Community events. Planning Aid West Midlands, Rural Innovation and the Commission for Rural Communities also contributed to this work.

The Intelligence and Research team at Shropshire Council have been responsible for producing maps and collecting information to form evidence bases and profiles of each of the parishes taking part in Phase 1 of the Rural Toolkit.
