Hackney carriage and private hire licensing policy review

Proposal

The existing Hackney Carriage and Private Hire Licensing Policy came into effect from 1 April 2015. The Hackney Carriage and Private Hire Licensing Policy requires updating to reflect our priorities and outcomes for 2019 to 2023, in particular in relation to protecting people from harm, promoting health and managing the environment. In addition, ongoing improvements in licensing practices and procedures need to be embedded within the policy to further strengthen the application process and simplify this where possible, whilst maintaining the foundations for robust enforcement to continue to increase compliance across the hackney carriage and private hire trade.

On the 20 June 2018 the Strategic Licensing Committee agreed to consult on the updated policy, to commence on 25 June 2018 and run for ten weeks to midnight on the 2 September 2018.

The current Hackney Carriage and Private Hire Licensing Policy has been amended and can be found at item 14 of the Strategic Licensing Committee held on 20 June 2018.

Any comments received will be considered by our Strategic Licensing Committee on the 3 October 2018.  The proposed revised policy, with any further modifications agreed by the committee, will then be considered by the council. Our aim is to adopt and bring into force the new policy with effect from the 1 April 2019.

This consultation is separate from the consultation on the removal of the five hackney carriage zones. Comments relating to this consultation must be forwarded to the Licensing Team and clearly state that they are being submitted in relation to the consultation on the Hackney Carriage and Private Hire Licensing Policy 2019-2023.
