In July 2020 a new temporary pavement licensing scheme was introduced under the Business and Planning Act 2020 to enable any businesses, where its premises use as a public house, wine bar or other drinking establishment or other use for the sale of food or drink for consumption on or off the premises, wanted to place removable furniture on the highway/pavement so that they could sell or serve food/drink for consumption on or off the premises. This temporary scheme was made permanent in March 2024 when at the same time it became compulsory for all such businesses to obtain a pavement licence as opposed to a pavement permit. Any business wishing to obtain or renew a pavement licence should review our pavement licence guidelines, which sets out the general licence conditions, before submitting their application.
