5. Public Questions
To receieve any questions from the public, notice of which has been given in accordance with Procedure Rule 14. A petition bearing over 1,000 signatures for the reinstatement of the kerbside cardboard collections that are due to cease at the end of November 2011 has been receieved from Mr Patrick Cosgrove requesting a debate under the Council's Petition Scheme. Mr Cosgrove will be allowed 5 minutes to outline the case, after which there will be a debate of up to 15 minutes duration.

12. Appointment of Committees
The Leader of the Council will advise that he wishes Mr P Wynn to replace Mr D W Evans as a member of the Safe and Confident Communities Scrutiny Committee and appoint Mr S Davenport to fill the vacancy for a substitute member of the Strategic Licencing Committee.
RECOMMENDATION:
That the Council Confirm these appointments.
13. Attendance at Meetings of the Authority
The Leader (Mr K Barrow) will propose that, under Section 85 of the Local Government Act 1972, the Council formally approves the reasons for the failure of Mr J Gibson to attend meetings of the authority due to ill health, and that the matter be reviewed at the meeting of the Council on 23 February 2012.
