Introduction to Scrutiny

Minutes:

The statutory Scrutiny Officer gave a presentation on the role and principles of Scrutiny [copy of presentation attached to the signed minutes. 

 

Members noted that scrutiny had an important pre-decision role with recommendations based on evidence.  With scrutiny’s strength being in its ability to engage with communities.  He continued that it was important that Members led the process through the identification of strategic work topics in an apolitical environment.  To add value it was necessary for scrutiny committees to go beyond noting reports and drill down into topics.

Overview of the Key Functional Place and Enterprise

To receive a presentation on the key areas across the Place and Enterprise Directorate that feed into the Enterprise and Growth Scrutiny Committee.

Minutes:

The Director of Place and Enterprise gave a presentation to the Committee [copy of presentation attached to the signed minutes].  The presentation covered the staffing structure of the Place and Enterprise Directorate, finance, key functional areas within the remit of the Scrutiny Committee and key development areas.

 

Members noted that the Directorate had undergone a restructure in 2016 with key staff changes.  The Director of Place and Enterprise continued that the Directorate had responsibility for some of the Council’s largest contracts, such as waste and highways, and was also the Council’s largest income generator.  The key Portfolio Holders for this Committee were the Portfolio Holders for Economic Growth, Planning and Regulation, and Highways and Transport.

13.

Key Development Areas over the Next 2 Years

To receive a presentation on the key development areas currently being developed that relate to the Enterprise and Growth Scrutiny Committee.

Minutes:

The Director of Place and Enterprise continued with the presentation, outlining the key development areas within the Place and Enterprise Directorate over a two-year timescale that will relate to this Scrutiny Committee.  He explained that the key development areas were a combination of some key projects and ongoing issues. The Director of Place and Enterprise gave an overview of the following areas:

 

·         Strategic Planning

·         Development Management

·         Highways

·         Shrewsbury Integrated Transport Package [SITP]

·         Local Transport Plan

·         New Parking Strategy

·         Passenger Transport

·         Waste and Recycling

·         Energy Recovery Centre [ERC]

·         Household Recycling Centres

 

Members noted a number of Strategic Economic Projects:

 

·         Ironbridge Power Station redevelopment

·         Oswestry Business Park

·         Flax Mill

·         Clive Barracks

·         Shrewsbury SUE

·         Eastern Belt

·         Brexit Impact

·         Connecting Shropshire
