4. Public Question Time

At the time of agenda despatch, Mr Mike Ashwell, Jane Carroll and Mr Roger Gyther had registered to speak.
Jane Carroll has already sent her question which is as follows:-
The former assistant director of Shropshire Council’s Development Services, Mr. Phil Crossland, was in agreement with the Town Council on the need to get rid of the confusing single yellow lines at the top end of Bishop’s Castle. He also concurred with the positioning of lines proposed by the Town Council to mark places where motorists should not park. Mr. Crossland was prepared to allow these lines to be white and not double yellows for 12 months as an experiment to see if that system worked.
Mr. Crossland maintained this view for 2 years it wasn’t a judgment made in haste. Why does the present assistant director Mr. Chris Edwards disagree with his former colleague who has moved to become a director with another local authority? Bishop’s Castle town centre is a conservation area and all the buildings at the top end of town are “listed”. English Heritage says about traffic management in its 2005 “Streets for All” document: “Current best practice seeks to reduce the speed of traffic allowing the removal of unnecessary road markings.”
The traffic is this part of the town is slow and the road markings, the single yellow lines, are not only unnecessary but confusing. What argument can be put against them being removed?
The Town Council wants to use white lines to indicate where motorists should NOT park because doing so would be likely to cause an obstruction. What has Shropshire Council got to lose in allowing this cheap experiment for 12 months?
