       i.    That the Parking Strategy Framework be amended as is required to reflect the decision already made to retain the existing hours of charging on all on street pay & display parking places in Ludlow;

 

      ii.   That the subsequent concerns raised be considered and the Parking Strategy Framework be amended as is required and deemed appropriate to reflect the retention of the existing hours of charging on all on street pay & display parking places within the Shrewsbury town centre river loop.

 

     iii.    That the subsequent concerns raised be considered and the Parking Strategy Framework be amended as is required and deemed appropriate to reflect the retention of the existing hours of charging at Bridge Street, St Austin’s Street and Quarry Leisure Centre pay & display parking places within the Shrewsbury town centre river loop.

 

Minutes:

The Portfolio Holder for Transport and Highways presented a report on proposed revisions to the charging hours in Ludlow and Shrewsbury.  He stated that, as a result of local representations received prior to the Cabinet meeting on 25 July 2018, changes had been made to the Ludlow charging regime.  Since that Cabinet meeting, representations had been made regarding the impact of changes to the night time economy and to businesses in Shrewsbury; an option to retain the status quo was now for consideration at this meeting. A Member drew attention to the comments received from the Shrewsbury BID and also commented on the effects on users of the car parks especially vulnerable people who would have been affected by the original proposal.

 

In response to a Member’s concerns that there was no reference in the committee papers to the recent call in of the car parking decisions made by Cabinet on 25 July 2018,  the Senior Solicitor advised that this technical point did not prevent a legal decision being made at this meeting.

 

RESOLVED:

 

       i.    That the Parking Strategy Framework be amended as is required to reflect the decision already made to retain the existing hours of charging on all on street pay & display parking places in Ludlow;

The Portfolio Holder for Transport and Highways presented a report on the changes to on street parking places in Shrewsbury.  Cabinet noted that a request had been received from the Shrewsbury BID to retain the current hours of charging on all pay and display on street at 6.00pm within the Shrewsbury river loop.

 

RESOLVED:

 

That the approval granted at Cabinet on 25 July 2018 for the making of the required Traffic Regulation Order relating to the implementation of the Parking Strategy be amended to retain the hours of operation and charging on all on-street pay & display parking places within Shrewsbury town centre river loop. Meaning that charging shall continue to only apply until 6.00pm.

The Portfolio Holder for Transport and Highways presented a report on the changes to off street parking places in Shrewsbury.

 

RESOLVED:

That the Parking Strategy be amended to retain the existing hours of charging on all band 2 off street pay and display parking places, the approval granted at Cabinet on 25 July 2018 for the making of the required Traffic Regulation Order relating to the implementation of the Parking Strategy be amended to retain the existing hours of charging on all band 2 off street pay and display parking places. Meaning that charging in the Bridge Street, St Austin’s and Quarry Leisure Centre, off street, pay and display car parks, Shrewsbury, shall continue to only apply until 6.00pm.
