Reason for urgency:
• The reason why the special Cabinet meeting is urgent and consideration of the item above cannot be reasonably deferred is due to the contracts currently covering these public health services are due to finish on 1st October 2014. In order to give appropriate time for the transfer of these contracts to the new service model approval by the Cabinet is needed in September.
• The public consultation on the proposed changes was completed on the 15th August therefore it was not possible to hold a cabinet meeting prior to the closure of the consultation period.

Explanation of anticipated restriction:
The reason why the meeting is urgent and consideration of the item above cannot be reasonably deferred is due to the decision being time critical and it is considered that to delay the decision(s) being taken would unacceptably exacerbate the position on the matters referred to above.
