Shropshire Council is proposing to make an Order to facilitate a number of proposals related to the phased implementation and provision of its new parking strategy: Within the Shrewsbury town centre river loop it is proposed to extend the hours of operation and charging on all pay & display parking places, and also the hours of operation of the loading bays, from 6pm to 8pm. Within Ludlow town centre it is proposed to extend the hours of operation and charging on all pay & display parking places within the red controlled parking zone (CPZ) from 6pm to 8pm. Within all the pay & display parking places in Ludlow town centre (red controlled parking zone and the blue area) it is proposed to introduce standard banding levels and new tariffs for parking. This will include the introduction of tariffs charged at a linear hourly rate enabling customers only to have to pay for the period of parking they require. Within all the pay & display parking places in Ludlow town centre (red controlled parking zone and the blue area) it is also proposed to remove all existing restrictions on periods of maximum stay and minimum return. In both Shrewsbury and Ludlow town centres, within all the pay & display parking places, it is proposed to provide a free 5 minute concessionary parking period. These changes are intended to improve overall parking service provision, promote the efficient use and management of car parks and be a contributing factor in reducing carbon emissions, improving air quality, minimising congestion and improve vibrancy in market towns. |

THE SHROPSHIRE COUNCIL
(PROHIBITION AND RESTRICTION OF WAITING AND PARKING PLACES) (CONSOLIDATION) ORDER 2009 (VARIOUS ROADS IN LUDLOW AND SHREWSBURY) (AMENDMENT) ORDER
Shropshire Council proposes to make the following changes to various on-street parking restrictions in Ludlow and Shrewsbury:
- Within the Ludlow Controlled Parking Zone (Red Zone):
- the Pay & Display charges will become £1.80 per hour;
- the hours of operation of all Pay and Display and loading bays will be extended until 8.00pm;
- all maximum periods of stay, and minimum periods of return, will be removed.
- Within the Ludlow (Blue Zone – Coronation Avenue and Linney): the Pay & Display charges will become 70p per hour.
- Within the Shrewsbury Town Centre river loop: the hours of operation of all Pay and Display parking places and loading bays will be extended until 8.00pm.
- The above changes will also allow for the provision of:
- Virtual permits and tickets;
- Additional payment methods such as pay by phone.
- Introduce a concessionary period of 5 minutes of free parking within all pay and display parking bays.

These proposals have been modified following comments received during both the public and formal TRO consultation,and consideration by Cabinet. From 5 November 2018, the following changes will apply in Shrewsbury:
- Digital permits and tickets, and payment methods such as pay by phone, will be available.
- There will be a concessionary period of 5 minutes of free parking within all pay and display parking bays.
- Within the Town Centre river loop: the hours of operation of all loading bays will be extended until 8.00pm.
From 19 November 2018 the following changes will apply in Ludlow:
- Digital permits and tickets, and payment methods such as pay by phone, will be available.
- There will be a concessionary period of five minutes of free parking within all pay and display parking bays.
- Within the Ludlow Controlled Parking Zone (Red Zone):
- the pay and display charges will become £1.80 per hour
- all maximum periods of stay, and minimum periods of return, will be removed
- Within the Ludlow Blue Zone the pay and display charges will become 70p per hour.
