Description

This prohibition of motor vehicles, no right turn, and changes to the waiting and loading restrictions order is proposed to trial a reduction in through traffic in key locations within Shrewsbury town centre in order to provide a better environment for pedestrians and cyclists. Changes to parking places are intended to offset loss of blue badge and loading capacity within the core scheme extents.

THE SHROPSHIRE COUNCIL (VARIOUS ROADS, SHREWSBURY) (VARIOUS EXPERIMENTAL RESTRICTIONS) (NO. 2)
ORDER 2021

On 10 November 2021 Shropshire Council made an experimental order to place the following restrictions on various roads in Shrewsbury Town Centre:

Prohibition of motor vehicles except access

The Square (south-eastern arm) In its entirety.

The above existing restriction is suspended for the duration of this order.

Prohibition of Motor Vehicles At Any Time
Except for Access 4pm – 10am

The Square (south-eastern arm)  In its entirety.

No Access for Motor Vehicles (no exceptions)
Saturday - Sunday 10am-4pm

A5191 Wyle Cop No motor vehicle proceeding on Wyle Cop in an east to west direction will be permitted to enter that section of Wyle Cop that lies at a point 5.8 metres south-east of the party wall of Nos. 27 and 28 Wyle Cop.

Prohibition of Motor Vehicles (no exceptions)
Saturday - Sunday 10am-4pm

A5191 Wyle Cop From the western kerb-line of Dogpole to the junction with High Street.

High Street From its junction with Wyle Cop to the party wall of Nos. 46 and 48 High Street.

Milk Street In its entirety.

No Right Turn Except Cycles
Saturday – Sunday 10am-4pm

A5191 Dogpole From Dogpole into Wyle Cop.

(Emergency vehicles being used in an emergency, and refuse collection vehicles, are exempt from all of the above restrictions).

No Waiting and No Loading: Sat-Sun 10am-11am
Loading Only Bay Monday-Friday 7:30am-8pm, Saturday-Sunday 7:30am-10am and 4pm-8pm

Wyle Cop (south side) Between a point 6.2 metres north-west of the party wall of Nos. 69a and 70 Wyle Cop and a point 1.4 metres north-west of the party wall of Nos. 73 and 75 Wyle Cop.

Milk Street (south-east side) Between its junction with Wyle Cop and a point 5 metres south west of a point opposite the north-eastern flank wall of No. 50 High Street.

Milk Street (north-west side) Between its junction with High Street and a point 2 metres south west of a point opposite the north-eastern flank wall of No. 50 High Street.

Pedestrian Zone - No Waiting or Loading At Any Time

Market Street Between its junction with Shoplatch and a point opposite (both sides) the party wall of No. 9 Shoplatch and No. 2 Market Street.

Restricted Zone - No Waiting At Any Time - No Loading: Mon-Fri 8:15am-9:15am and 4pm-6pm, and Sat-Sun 10am-4pm

Wyle Cop (south side) Between its junction with Beeches Lane and a point 6.2 metres north-west of the party wall of Nos. 69a and 70 Wyle Cop.

Wyle Cop (north side) Between the party wall of Nos. 27 and 28 Wyle Cop and the party wall of Nos. 17 and 18 Wyle Cop.

Milk Street (south-east side) Between a point 5 metres south west of a point opposite the north-eastern flank wall of No. 50 High Street and its junction with Belmont.

Milk Street (north-west side) Between a point 2 metres south west of a point opposite the north-eastern flank wall of No. 50 High Street and its junction with Princess Street.

Pedestrian Zone - No Waiting At Any Time - No Loading: Monday-Sunday 10am-4pm

Princess Street (south-west side) Between its junction with the southern arm of The Square and a point opposite the party wall of Nos. 27 and 28 Princess Street.

Princess Street (north-east side) Between its junction with the south-eastern arm of The Square and a point 2.3 metres south-east of the north-west flank wall of Princess House.

Market Street (both sides) Between a point opposite the party wall of No. 9 Shoplatch and No. 2 Market Street and its junction with The Square.

The Square For its entire length (the southern arm, both sides).

Pedestrian Zone - No Waiting At Any Time - No Loading: Mon-Sat 8:15-9:15am and 4-6pm

Princess Street (south-west side) Between its junction with College Hill and a point opposite the party wall of Nos. 27 and 28 Princess Street.

Disabled Badge Holders Only

Princess Street (south-west side) Between a point 2.1 metres south-east of the party wall of No. 19 Princess Street and No. 7 Milk Street and a point 25.4 metres north-west of that party wall.

Claremont Street (north-west side) Between a point 1.6 metres south-west of the south-western flank wall of No. 4 Claremont Street and a point 10.4 metres north-east of that flank wall.

Pay and Display Parking Bay Mon-Sun 8am-6pm

Princess Street (south-west side) Between its junction with College Hill and a point 25.4 metres north-west of a point opposite the party wall of No.19 Princess Street and No. 7 Milk Street.

Claremont Street (north-west side) Between the party wall of Nos. 9 and 10 Claremont Street and a point 10.4 metres north-east of the south-western flank wall of No. 4 Claremont Street.

Claremont Street(north-west side)  From a point 1.6 metres south-west of the south-western flank wall of No. 4 Claremont Street, south-westward for a distance of 11.6 metres.

Market Street (north side) Between a point opposite the party wall of No. 9 Shoplatch and No. 2 Market Street and a point 2.7 metres north-west of a point opposite the party wall of Nos. 3 and 4 Market Street.

Loading Only Bay - Mon-Fri 7:30am-8pm, and Sat-Sun 7:30am-10am
and 4pm to 8pm - No Waiting and No Loading Sat-Sun 10am-4pm

Wyle Cop (north-east side) From a point 4.2 metres south-east of the party wall of Nos. 2 and 3 Wyle Cop, south-eastward for a distance of 17 metres.

High Street (south-west side) Between a point 2.5 metres north-west of the party wall of Nos. 38 and 39 High Street, south-eastward for a distance of 34 metres.

High Street (south-west side) From the party wall of Nos. 29 and 30 High Street, south-eastward for a distance of 19.6 metres.

Mardol Head (south-east side) From a point 4.7 metres south-west of the party wall of Nos. 12 and 13 Mardol Head, south-westward for a distance of 19.7 metres.

Shoplatch (south-east side) Between the north-eastern flank wall of No. 1 Shoplatch and the south-western flank wall of No. 4 Shoplatch.

Shoplatch (north-west side) Between a point 3.9 metres south-west of a point opposite the party wall of Nos. 8 and 9 Shoplatch, south-west for a distance of 23.6 metres.

Any existing restrictions at the above locations are suspended for the duration of the order.

This Order comes into effect on 20 November 2021 and will operate for a period of up to eighteen months. The Council will consider in due course whether its provisions should continue in force indefinitely.

If you wish to question the validity of the order, or of any of its provisions, on the grounds that they are not within the powers conferred by the Road Traffic Regulation Act 1984, or that any requirement of the Act or of any instrument made under it has not been complied with in relation to the Order you may, within six weeks from 10 November 2021, apply for the purpose to the High Court.
