Storm Henk flood relief

The flood recovery framework was triggered on 6 January 2024 in response to the severe flooding events that have occurred as a result of Storm Henk, with impacts occurring between 2 and 12 January 2024 eligible to be counted.

We're eligible to provide government-funded support under this framework due to more than 50 properties locally reporting internally flooding as a result of Storm Henk.

The following support is available for residents and businesses impacted by flooding as a result of Storm Henk, providing certain conditions are met.
All applications must be submitted no later than 7 April 2024.

Delay in access to the flood recovery grant

In order for us to offer these grants to communities, the government eligibility criteria requires councils to demonstrate that over 50 properties internally flooded during Storm Henk. The government also set strict timeframes for grants to be paid out which we need to adhere to.

To gather the information on the impacts of Storm Henk, we've been working extensively with our Community Support Teams, the Environment Agency, town and parish councils, Shropshire Fire and Rescue Service and other organisations to gather the number of known flooded properties across the county. Following a community meeting held in Shrewsbury, additional affected properties were identified to reach the 50 property threshold.

As this information has taken some time to gather, the timeframe for residents to apply for the grants has been greatly condensed. As a result, applications need to be submitted as soon as possible and before the deadline of 7 April 2024.

Due to the delay in offering this funding please be aware that if you do not provide the relevant supporting information as part of your application we cannot guarantee that your claim will be processed in time. Shropshire Council cannot be held liable for any claims that are not processed before the scheme deadline.

Community Recovery Grant

We can award £500 per household where their primary residence has either been internally flooded or deemed to be “unliveable” for a period greater than 48 hours as a result of Storm Henk.

Qualifying criteria

Government will provide a grant of £500 per eligible household that was impacted by Storm Henk and is within a lead local flood authority (LLFA) that meets the eligibility threshold specified.

Eligible households will be primary residences where, as a result of Storm Henk:

  • Flood water entered into the habitable areas of the residence rendering it unliveable; or
  • Flood water didn't enter into habitable areas, but the local authority regards that the residence was otherwise considered unliveable for a period of time

Second homes and empty homes won't be eligible.

Instances where households might be considered unliveable could include:

  • Where access to the property is severely restricted (eg upper floor flats with no access)
  • Key services such as sewerage, water and power supplies are severely affected
  • The adverse weather has resulted in other significant damage to the property such that it would be, or would have been advisable for residents to vacate the premises for a period of time, regardless of whether they do vacate or not
  • Flooded gardens or garages won't usually render a household eligible, but there may be exceptions where it could be demonstrated that such instances mean effectively that the property is unliveable

Houses in multiple occupation should be considered 'one front door' except where they're disaggregated for council tax purposes, in which case each individual bill recipient will be eligible to receive the £500 community recovery grant provided they meet the criteria.

Blocks of flats are treated under the same principles as houses in multiple occupation.

Student accommodation isn't eligible.

Council tax discount

We can award 100% council tax discount for a minimum of three months if flood water entered the domestic property, or the domestic property was otherwise considered 'unliveable' for a period greater than 48 hours. We can also award a 100% council tax discount on temporary accommodation for any household unable to return to their home.

Qualifying criteria

100% discount provided for a minimum of three months, or while anyone is unable to return home if longer, for primary residences where, as a result of the severe weather caused by Storm Henk:

  • Flood water entered the habitable areas of the property, or,
  • Flood water may not have entered the habitable areas of a property, but the authority regards that the residence was otherwise considered unliveable for a period greater than 48-hours, and

100% council tax discount on temporary accommodation for anyone unable to return to their home, in parallel with the discount on their primary residence where applicable.

Second homes and empty homes won't be eligible.

Instances where households might be considered unliveable could include:

  • Where access to the property is severely restricted (eg upper floor flats with no access)
  • Key services such as sewerage, water and power supplies are severely affected

Business rate relief

We can award 100% relief from business rates for a minimum of three months if flood water entered the premises, or the flooding seriously impacted on a business's ability to trade from the property. The relief provided will be subject to the UK subsidy control regime and will only be available to properties with a rateable value less than £10m.

Qualifying criteria

100% rate relief for a minimum of three months, or until the business is able to resume trading from the premises if longer, up to UK subsidy control regime limits, for those premises which meet the following criteria:

  1. For any day that the premises was directly impacted by the relevant weather event - for instance flood damage to the premises, equipment, and/or stock; or the business could not function due to lack of access to premises, equipment and/or stock as a result of the relevant weather event, and no alternatives were available; and
  2. On that day business activity undertaken at the premises was adversely affected as a result; and
  3. On that day the rateable value of the property was less than £10m

We'll consider the impact of the flooding in the full context of all business activities undertaken at the premises. Very small or insignificant impacts shouldn't be considered for the purpose of this scheme. The scheme applies to all types and uses of non-domestic properties (other than those occupied by the billing authority).

Business recovery grant

This grant will provide financial support to aid the recovery of local businesses. Local authorities will receive grant funding up to £2,500 per eligible business. Eligible businesses will be small and medium-sized enterprises (SMEs).

Qualifying criteria

A business must satisfy all the following conditions to be eligible to receive grant support:

    1. The business must be a small or medium-sized enterprise (SME) at the point of grant award – the criteria that must be satisfied for a business to be a SME are defined by the UK government in the SME Action Plan as follows:
      • Have fewer than 250 employees; and
      • Have a turnover of less than €50m or a balance sheet total less than €43m
    2. The business must have been trading at and/or from the property at the point that the property was impacted by Storm Henk. For the purposes of this grant scheme, a business is trading if it is engaged in business activity. This should be interpreted as carrying on a trade or profession or buying and selling goods or services to generate turnover. Unoccupied business premises won't qualify for a grant. Fully constituted businesses in liquidation, dissolved, struck off or subject to a striking-off notice aren't eligible under these conditions.
    3. The business must have been either:
      • Directly impacted by Storm Henk – for instance the business suffered flood damage to the property, or
      • Indirectly impacted by Storm Henk – for instance access to the business premises is severely restricted as a result of flooding, including restricted access for customers, suppliers or staff
    4. The business must be able to receive the BRG payment in line with UK Subsidy Control rules.
    5. Can a SME business have more than one grant payment under the business recovery grant scheme?
      • It is possible that a business could receive more than one grant payment if it is linked to multiple or separate premises that satisfy the eligibility requirements and the business meets Subsidy Control threshold compliance.
      • Where a successful award is made under a previous scheme (such as Storm Babet), no further claim/payment for the specific property receiving the grant will be permitted within 6 months of the initial payment date.

Liquidation

Any business that is in liquidation, dissolved, struck off or subject to a striking off notice will not be eligible for a grant.

Insurance

We'll need to verify that appropriate insurance, including flood damage protection, is in place for the premises for which grants are sought, or if not that attempts have been made to insure the premises against flood damage since 01 Jan 2023. The business will be required to provide insurer details, policy number and /or expiry date, or a copy of the declined policy / correspondence with the insurer.

Evidence

Once your application has been submitted, in order to finalise assessments, the following additional evidence will be required relating to the eligibility criteria above:

Bank statement

  • A copy of a recent bank statement clearly stating the business name, sort code and account number submitted within an application.

Insurance coverage

  • If a business has stated that they have business insurance coverage including flood damage, a copy of the policy will be required
  • It is noted by the business that they do not have insurance coverage against flood damage, evidence should be provided to show a declined policy/coverage against flood coverage before 01 Jan 2023 and/or correspondence with insurers.

Flood impact

  • For indirect impact where a significant loss of trade has occurred, additional evidence to show this loss of trade will need to be provided
  • For direct impact from flooding, evidence to show how the flooding has impacted the premises will need to be provided.

In addition

The Property Flood Resilience Scheme offers householders and businesses up to £5,000 per property to fund measures which improve a property’s resilience over and above repairs that would normally be covered by insurance.
