“When a child is aged between two and three, practitioners must review their progress, and provide parents and/or carers with a short-written summary of their child’s development in the prime areas. This progress check must identify the child’s strengths, and any areas where the child’s progress is less than expected…”

Other key points to consider when writing a child’s Progress check at two:

  • Agree with parents / carers when to produce the summary
  • Provide parents / carers with a short-written summary high-lighting within the prime areas where a child is progressing well, and where additional support might be needed
  • Describe the strategies that will be used to address any issues or concerns and how the parents / carers can support their child’s learning at home

The special educational needs and disability code of practice: 0 to 25 years document also states:

“5.23 When a child is aged between two and three, early years practitioners must review progress and provide parents with a short written summary of their child’s development, focusing in particular on communication and language, physical development and personal, social and emotional development. This progress check must identify the child’s strengths and any areas where the child’s progress is slower than expected. If there are significant emerging concerns (or identified SEN or disability) practitioners should develop a targeted plan to support the child, involving other professionals such as, for example, the setting’s SENCO or the Area SENCO, as appropriate. The summary must highlight areas where:

  • Good progress is being made
  • Some additional support might be needed
  • There is a concern that a child may have a developmental delay (which may indicate SEN or disability)

5.24 It must describe the activities and strategies the provider intends to adopt to address any issues or concerns. If a child moves settings between the ages of two and three it is expected that the progress check will be undertaken in the setting where the child has spent most time.”

All about me @ 2

  • Since September 2015 local authorities, health visiting services and early years providers have been expected to bring together health and early education reviews for young children at the age of two to two and a half. In Shropshire we have worked with Shropshire Community Health (NHS Trust) to devise the ‘All about me at 2’ pathway, sharing information on the reviews of two-year olds health and development. The Public Health Nursing Team will use the Ages and Stages Questionnaire (ASQ) as part of the health and development review, while the Early Years settings will continue to complete the Progress Check at Two.
